Global Convention on higher education: UNESCO to convene first session of Intergovernmental Conference

The first session of the Intergovernmental Conference of the States Parties to the Global Convention on the Recognition of Qualifications concerning Higher Education is set to take place on 4 and 5 July 2023 at UNESCO Headquarters in Paris. The conference marks an important step in the operationalization of the Global Convention, aiming to promote the recognition of qualifications in higher education worldwide.

Adopted during the 40th Session of the UNESCO General Conference in November 2019, the Global Convention entered into force in March 2023, becoming the first United Nations treaty on higher education with a global scope. The Global Convention establishes an inclusive framework to ensure fair, transparent, and non-discriminatory recognition of higher education qualifications for students studying abroad or outside their region.

As outlined in the Article XV.5 of the Global Convention, the Intergovernmental Conference of the States Parties is mandated to meet at least every two years in ordinary session to promote the application of the Global Convention. It oversees its implementation by adopting recommendations, declarations, models of good practices, or any relevant subsidiary text at the global or interregional level.

The first session of the Intergovernmental Conference will bring together representatives of the 21 States Parties to this Convention. Other Member States and the heads of the regional recognition conventions have been invited to participate as observers. Key agenda items for the Conference include the election of a Bureau for the first session up until the second session, the adoption of the Rules of Procedure, and the work programme for 2023-2025. As of 14 June 2023, the Conference has received over 150 registrations, including representatives from all the States Parties and other Member States.

The first session of the Intergovernmental Conference represents a leap forward in enhancing international cooperation to promote the transparent and equitable recognition of higher education qualifications. Through the Conference, States Parties will work collaboratively to foster greater mobility in higher education across borders, ensuring fair and equitable opportunities for individuals pursuing higher education worldwide.
